Over the past decade, the Cleveland Regional Transit Authority has had a variety of challenges in strategic, financial, and operational projects related to its transit as well as economic development objectives. As a subdivision of the state, the transit authority’s real estate activities are under public scrutiny and, at times, can be sensitive in the socio-political realm. The transit authority has engaged Allegro to lead teams to develop real estate acquisition and relocation assistance strategies; design real estate processes compliant with enabling legislation and regulations; conduct capital budgeting for a new transportation corridor; manage due diligence activities (including appraisal, appraisal review and civil and environment engineering studies); and implement acquisition and relocation assistance transactions.
Among Allegro’s successes are: an urban site assemblage accommodating a rail hub and Head Start childcare facility; the strategic plan, capital budget and roadmap currently utilized to guide right-of-way acquisitions; and a number of other site assemblage and relocation assistance projects compliant with legislative and administrative guidelines.
