    Allegro Completed a Location Strategy & Scenario Analysis to Maximize Museum's Service to the Community

    Challenge

    ZMA sought to evaluate its long-term facility strategy to better serve its community, expand programming, and align with evolving institutional goals. The museum needed to assess whether to remain at its current location, expand, or relocate to downtown Zanesville to increase accessibility and community engagement.

    Solution

    Allegro led a comprehensive three-phase Location Strategy and Scenario Analysis, beginning with a robust community engagement process to ensure alignment with local needs and aspirations.

    Phase I – Community Engagement included the design and distribution of a regional community survey in collaboration with local partners, the facilitation of 19 stakeholder interview sessions with over 100 participants representing diverse community groups, and regular meetings with a working group and the museum board to guide the process and gather local insights.

    Phase II – Design Translation synthesized community input into a comprehensive building program. During this phase, Allegro developed space requirements and functional priorities for the future museum facility and identified key programmatic elements such as educational spaces, public amenities, and support areas. 

    Phase III – Scenario Modeling involved the creation and analysis of three distinct real estate scenarios, including renovating and expanding the existing facility, renovating the existing facility and developing a downtown annex, and relocating entirely to a new downtown site. Allegro modeled the financial, operational, and spatial implications for each scenario to support informed decision-making.

    Results

    The analysis provided ZMA leadership with a structured, community-informed framework to evaluate the financial and operational implications of each scenario. The study positioned the museum to make a data-driven decision aligned with its mission, community needs, and long-term sustainability.
