    Transit Authority Sought to Evaluate TOD Project Feasibility

    Challenge

    WRTA sought to evaluate the feasibility of a mixed use, transit oriented development (TOD) centered on a new Federal Station bus terminal in Downtown Youngstown. The envisioned project would combine transit infrastructure with residential, retail, and parking components. To determine how each use could be supported by the market, and whether a phased development approach could attract private investment, WRTA required a structured feasibility analysis.

    The challenge involved understanding how broader market conditions, site constraints, and development pipeline factors would shape demand, design, and implementation of a catalytic project in a transitioning urban environment.

    Approach

    Allegro conducted a tailored feasibility, focusing on coordinated analysis across esidential, retail, parking, and development pipeline components.

    Housing Demand Analysis
    Allegro analyzed the broader Downtown Youngstown housing landscape to understand product type preferences, target demographic groups, and positioning considerations for new construction multifamily. This phase established the foundation for determining whether multifamily housing could serve as the anchor use within the TOD.

    Retail Demand
    Allegro evaluated the competitive landscape, nearby tenant mix, and the role of small-format retail as an amenity to residents and transit riders.

    Parking Demand
    Allegro reviewed existing parking atterns, delivery formats, and the implications of various parking strategies for the feasibility of the development. The analysis explored how parking could be integrated into the project in
    ways that support both transit and residential components while balancing
    development efficiency, risk, and cost.

    Results

    The feasibility study established demand for key aspects of the mixed-use development and provided WRTA with an integrated development strategy outlining how the organization could work with private partners to create a structure for a demand-driven development scheme.
